GI Advisory celebrates the remarkable achievements of Carolina Employment, Business & Training Centre (CEBT)
CEBT is an non-profit organisation that stands as a shining example of community-led development in South Africa’s mining regions. Established in 2015 and formally registered in 2016, this organisation has transformed lives throughout the Chief Albert Luthuli Local Municipality through their women and youth-focused approach to community empowerment.
Impressive Community Impact
Under the visionary leadership of Mr. Phakathi (Board Chairperson), Mr. Thela (Deputy Chairperson), Miss Shongwe (their Development Manager), and Mr. Khumalo (the Programme Coordinator), CEBT has delivered remarkable results:
- Implementation of over 5,000 community development projects since 2015
- Completion of 3,000+ skills development initiatives
- Facilitation of 240 accredited learnerships through strategic partnerships
- Successful placement of community members in employment across all surrounding mines
Their holistic approach encompasses education support, skills development, employment facilitation, business development, free ICT services, and community advocacy—creating pathways for economic participation.
Vision and Execution
CEBT’s clear mission “to drive local economic development” is executed through well-structured programmes that address critical community needs. Their representation on both the CALM Mining Forum and LED Forum ensures that community voices are heard in decision-making processes affecting their economic future.
The organisation maintains exemplary governance standards and has secured recognition from the provincial Department of Labour for their contributions to employment and skills development in Carolina.

Looking forward, CEBT continues to innovate with plans for expanding their youth mentorship initiatives, entrepreneurial support programmes, and the development of an Enterprise Data Repository System that will enhance their information management capabilities while ensuring POPI Act compliance.
